The ETL evaluates electrical equipment for safety, fire and shock hazards and personnel injuries in accordance with the current applicable codes and standards. Approved materials are published as Los Angeles Research Reports (LARR).

This program applies to all existing buildings with the following criteria:
- Two or more stories wood frame construction wood frame construction
- Built under the building code standards enacted before January 1, 1978
- Contains ground or other similar open floor space that causes soft, weak or open wall lines.

In the Northridge Earthquake, many wood frame soft- story buildings caused loss of life, injury, and property damage. This program creates a guide for property owners on strengthening their building to improve performance during an earthquake.

Title 24 of the California Code of Regulations, known as the California Building Standards Code or just "Title 24," contains the regulations that govern the construction of buildings in California. Part 6 of Title 24 is the State of California Energy Regulation, where the applicant is required to comply for the indoor or outdoor lighting, desegregation, and monitoring of electrical loads and distribution equipment or service(s).
