What do these terms mean?
Same-day permit (also called "an express permit")
The permit can be issued right away - online or in person - with no waiting for plan review. See the Express Permits Information Bulletin (P/GI 2026-003) for the full list of express work: https://dbs.lacity.gov/sites/default/files/efs/forms/pc17/ib-p-gi-2020-003-express-permits_rev-5-28-2024.pdf
Plan check
City staff review your drawings for code compliance before the permit is issued. This takes longer and is done in ePlanLA.
PermitLA
The online system where you get permits that do not need plan review: https://permitla.lacitydbs.org/Login/login.html
ePlanLA

Clearances (including Zoning)
Approvals from other agencies (such as Zoning or Fire) that some projects need before a permit is issued. You usually do not arrange these in advance - when you apply, LADBS reviews your project and tells you which clearances are required. To check your property zoning ahead of time, look it up on ZIMAS: https://zimas.lacity.org/
Residential vs commercial
Shown only on projects that apply to both residential and commercial/multifamily work, where the path - including which system you apply in (PermitLA for same-day permits, ePlanLA for plan check) - can differ. Commercial or multifamily work often adds plan check, accessibility (CBC 11B), and fire review. It is general guidance, so always confirm the exact requirements for your property when you apply.
