On March 22, 2017, pursuant to Ordinance No. 184,827, the City of Los Angeles established the Hillside Construction Regulation Supplemental Use District (HCR District). The HCR District regulations provide extra protections against construction related impacts of single-family residential developments in the hillside areas. Subsequent Ordinances added new communities to the HCR designation as follows.

In HCR districts, the following permissible working hours apply:
During weekdays, work is permitted from 8:00 AM to 6:00 PM.
On Saturdays only interior work is allowed.
Excessive exterior illumination of the site using floodlights or similar lighting devices is strictly prohibited after 6:00 PM on any day of the week.
Failure to comply with the requirements may result in a misdemeanor charge for the responsible party, punishable by a fine of $1,000 and/or imprisonment.
